Summit different for ya'll : I live in a small village with a huge field with a set of swings for the local kids.... NO ONE ever use it, ever..... so got the kids some quiet lil 50cc quads, my lawnmower makes more noise than these things, anyway, we were over the field for about 2 hrs just riding them about, not harmin anyone, not turnin up mud or anythin, top speed is about 25 -30 an thats pushing it.... after 2hrs or so the police turn up n warn us not to use them :( OMG really...we aint harmin anyone or damaging anything....WHY warn us an ask our details...even the kids names!!!! Sorry, rant over....Just saying how wrong it is that we cant 'use' the field when we aint hurtin anythin an aint makin any noise.....

A conclusão é de uma pesquisa Datafolha feita na quinta-feira com 551 entrevistas na Paulista, durante ato que celebrou a redução da tarifa. A pesquisa apontou ainda que os meios de transporte mais usados pelos manifestantes são metrô (79%) e ônibus (64%). Se considerada toda a média de toda a cidade, o índice dos que usam ônibus é maior: 73%.

Apesar de não figurar na lista de pré-candidatos ao Palácio do Planalto, o presidente do STF (Supremo Tribunal Federal), Joaquim Barbosa, aparece como o preferido dos manifestantes paulistanos para suceder Dilma Rousseff, mostra pesquisa do Datafolha realizada nessa quinta-feira (20).
De acordo com o instituto, Barbosa foi mencionado por 30% dos entrevistados, contra 22% da ex-senadora Marina Silva, que tenta montar a Rede Sustentabilidade para concorrer ao Planalto em 2014. Dilma (PT) aparece em terceiro na lista, com 10% das menções.
O levantamento foi realizado durante os protestos de ontem na avenida Paulista, região central da cidade.
O senador Aécio Neves (PSDB-MG), com 5%, e o governador de Pernambuco, Eduardo Campos (PSB), com 1%, vêm logo a seguir.
A margem de erro da pesquisa, que entrevistou 551 manifestantes, é de 4 pontos percentuais para mais ou para menos. No limite, Barbosa e Marina poderiam ter 26% das preferências, mas, segundo o Datafolha, a probabilidade de que esse cenário seja real é muito pequena.
Corrupção é principal motivação de manifestantes em SP, diz Datafolha
Apesar de a principal pauta das manifestações em São Paulo ser a redução das tarifas do transporte público, o principal motivo de participação foi a luta contra a corrupção, de acordo com pesquisa Datafolha realizada durante o protesto da última quinta-feira (20).
Metade dos entrevistados citou a corrupção como a principal bandeira. Em seguida aparecem queda na tarifa (32%), contra os políticos (27%), melhora na qualidade do transporte (19%) e contra a PEC 37 (16%) --a soma dá mais de 100% porque puderam citar mais de um motivo.
A margem de erro da pesquisa, que entrevistou 551 manifestantes durante toda a manifestação na avenida Paulista, é de 4 pontos percentuais para mais ou para menos.

O Alto Comando do Exército, que reúne os generais mais graduados da ativa, encontrou-se ontem para um balanço das manifestações com a área de inteligência da força e concluiu que não existe segurança de que haverá um arrefecimento daqui em diante.
A reunião foi presidida pelo comandante do Exército, general Enzo Martins Peri, com a participação dos comandantes das oito regiões militares do país.
Eles fizeram um balanço das suas regiões e deram subsídios para que o ministro da Defesa, Celso Amorim, repasse à presidente Dilma.
Como as manifestações não têm líderes assumidos nem organicidade, o trabalho de infiltração fica prejudicado e todo o trabalho de inteligência do Exército está focado nas redes sociais, 24 horas por dia.
É com base nesse monitoramento que o Comando do Exército avalia que não há como tranquilizar o ministro e a presidente de que o pior já passou. Ou seja, não descarta novo recrudescimento.
Apesar de insistir em negar o termo "prontidão", que significa aquartelamento excepcional de oficiais e soldados, o Exército diz que há "acompanhamento ininterrupto".

BRASÍLIA - A presidente Dilma Rousseff afirmou nesta sexta-feira, 21, em cadeia nacional de rádio e TV, que vai conversar nos próximos dias com chefes de outros Poderes da República, governadores e prefeitos das principais cidades do país a fim realizar um grande pacto em torno da melhorai dos serviços públicos.
De acordo com o pronunciamento, a proposta de Dilma terá três eixos. O primeiro deles terá como foco a elaboração do Plano Nacional de Mobilidade Urbana, que privilegie o transporte coletivo. O segundo, a destinação de 100% dos recursos do petróleo para a educação. E o terceiro, trazer, de imediato, milhares de médicos do exterior para ampliar o atendimento do Sistema Único de Saúde, o SUS.
Dilma disse que vai receber os líderes das manifestações pacíficas, os representantes das organizações de jovens, das entidades sindicais, dos movimentos de trabalhadores, das associações populares.
"Precisamos de suas contribuições, reflexões e experiências. De sua energia e criatividade, de sua aposta no futuro e de sua capacidade de questionar erros do passado e do presente", declarou.

SÃO PAULO - Uma criança e um policial militar foram baleados na noite de sexta-feira, 21, durante as manifestações na cidade de São Paulo. Segundo a Polícia Militar, os feridos foram levados a prontos-socorros da zona leste e da zona sul e ninguém tinha sido foi preso até as 23h.
O sargento da Polícia Militar Francisco Daniel da Silva foi baleado por volta das 20h30 no Viaduto Curuçá, na Vila Curuçá, na zona norte. Segundo a PM, tiros de fuzil foram disparados do alto de casas da Favela Marconi e um deles atingiu o sargento. Duas blazers da Rota e um furgão da tropa de choque foram enviados ao local após os disparos - oficiais estavam com escopetas e submetralhadoras. Silva fazia escolta dos manifestantes que caminhavam na Avenida Guilherme Cotching em direção à Via Dutra. Na região, cerca de 300 pessoas partiram de forma pacífica da Igreja Candelária até a via. No viaduto Curuçá, um grupo jogou fogo em duas caçambas de lixo e os bombeiros foram chamados para apagar as chamas.
Na Dutra, o mesmo grupo de cerca de 20 pessoas saqueou diversos veículos, entre eles um furgão dos Correios. Foram levados celulares, remédios, frascos, travesseiro e cobertores. A Polícia Rodoviária Federal deu tiros para o alto para dispersar manifestantes. Adiante, manifestantes fizeram barricada na via.
Na Estrada de Itapecerica, na zona sul, uma criança foi atingida na perna às 20h45 quando criminosos passaram atirando em direção aos 600 manifestantes que estavam no local. A criança foi encaminhada ao Pronto-Socorro de Campo Limpo. Não há informações sobre seu estado de saúde.

Um dos protestos pacíficos ocorreu na zona sul, onde manifestantes foram até o prédio onde mora o governador Sérgio Cabral (PMDB). Ele não estava em casa, segundo sua assessoria.
A principal concentração ocorreu na Barra da Tijuca, na zona oeste, onde três shoppings fecharam as portas e três das principais vias da região (Linha Amarela e Avenidas Ayrton Senna e das Américas) foram interditadas.
Enquanto um grupo de aproximadamente 2 mil pessoas protestava em paz, tendo como principal bandeira o combate à corrupção, em outro trecho do bairro, próximo da comunidade de Cidade de Deus, houve saques e depredações. Por volta das 18 horas, uma concessionária de veículos na Avenida Ayrton Senna, que estava fechada por receio de depredações, foi invadida por saqueadores. Um grupo que estava com o rosto coberto e não carregava cartazes nem parecia fazer qualquer reivindicação quebrou vidros da loja a pedradas. Depois seguiu para outros estabelecimentos comerciais, que também foram parcialmente destruídos. A PM dispersou o grupo.

ALVADOR - Pouco mais de uma hora depois de anunciar, por meio das mídias sociais, que não promoveria uma manifestação neste sábado, em Salvador, o Movimento Passe Livre (MPL) voltou atrás e agendou uma caminhada, amanhã. O trajeto previsto, porém, não envolverá a Arena Fonte Nova, onde ocorre, às 16 horas, a partida entre Brasil e Itália.
Segundo a página do grupo no Facebook, o trajeto para a manifestação será entre a Praça do Campo Grande - mesmo local usado pelo grupo para fazer a concentração da manifestação na quinta-feira - e o Iguatemi, local no qual houve uma passeata na segunda-feira. Pelo menos outras três manifestações estão sendo organizadas, por meio das mídias sociais, na cidade.
O governador Jaques Wagner lamentou a depredação dos protestos da quinta-feira e os confrontos entre PMs e manifestantes, mas defendeu a ação da polícia e prometeu reforçar a segurança na cidade, em especial nos arredores do estádio. "Nossa polícia é altamente experimentada na atuação em grandes eventos, nosso carnaval é muito elogiado, no mundo, por isso", argumentou.

RIO - O movimento Rio de Paz faz na manhã deste sábado, 22, manifestação na Praia de Copacabana em que reivindica investimentos em saúde, educação e segurança pública no “padrão Fifa”, em referência aos altos investimentos com os grandes eventos como a Copa. Foram colocadas na areia 500 bolas de futebol que representam, segundo Antônio Carlos Costa, fundador do movimento, “meio milhão de brasileiros assassinados nos últimos dez anos”. Os manifestantes, que começaram a chegar a Copacabana antes das 7h, não farão passeata e ficarão concentrados em frente à avenida Princesa Isabel.
Costa comentou o pronunciamento da presidente Dilma Rousseff, na noite de sexta-feira. “O reconhecimento de que, entre outras coisas, o país carece de escolas, hospitais, segurança ‘padrão Fifa’ atende de modo especial parte das reivindicações do Rio de Paz. Preocupa-nos, contudo, o fato de ela ter falado da violência de saqueadores e vândalos, o que é justo, mas não ter mencionado com a mesma ênfase a necessidade de as forças policiais não cometerem abuso de poder, tal como testemunhamos nas ruas do Rio de Janeiro”, disse o fundador do Rio de Paz no Facebook. “É sintomático o fato de as manifestações terem ocorrido em plena Copa das Confederações. O brasileiro até agora não aceitou ter havido tamanha vontade política para construção de campos de futebol sofisticados, num cenário de escolas e hospitais em péssimas condições e profunda desigualdade social”, completou.

A manifestação começou por volta de 10h. Para quem segue no sentido centro, a CET recomenda que os motoristas desviem pelas ruas Dom Andres Lamas e Ururaí. No sentido bairro, o desvio é feito pela rua Baguari.
Ônibus estão sendo desviados para a Rua Duarte de Carvalho, no sentido centro.
A manhã dessa sexta-feira, 21, também foi marcada por manifestações. Um grupo de cerca de 100 pessoas interditou a Estrada do M'Boi Mirim, na zona sul, reivindicando moradia e infraestrutura. Já na Mooca, em torno de 500 metalúrgicos fizeram uma campanha salarial e ocuparam a Avenida Presidente Wilson.

O serviço municipal de atendimento a pacientes com DST/Aids precisa do dobro de infectologistas que tem hoje para conseguir suprir a demanda de novos casos e oferecer um serviço mais próximo do que já foi considerado modelo para o resto do mundo. Essa é a conclusão de um levantamento feito pela Comissão Municipal de Aids nas 15 unidades paulistanas que oferecem esse tratamento.
O órgão, que reúne poder público, sociedade civil e sindicatos de saúde, é um braço do Conselho Municipal de Saúde. Ele analisou os Serviços de Assistência Especializada (SAE) e Centros de Referência em DST/Aids (CR) em relação a questões como oferta de médicos e outros especialistas e infraestrutura das unidades.
Os dados foram obtidos em entrevistas com os gerentes de cada serviço. E foi com base na percepção deles sobre o que seria preciso para oferecer um atendimento humanizado, de qualidade, que se chegou aos números de quantos profissionais são necessários a mais na rede.
De acordo com o levantamento, é preciso ter pelo menos 43 novos infectologistas. As 15 unidades têm hoje 41 desses profissionais. Além dessa especialidade, eles relatam falta também de ginecologistas, sanitaristas, nutricionistas, pediatras, psiquiatras, clínicos, fora assistentes sociais, psicólogos e os chamados AGPP (agentes de políticas públicas), que fazem toda a recepção dos pacientes. Só nessa categoria foi relatada uma falta de 72 profissionais.
"O problema vem dos últimos anos. Não houve investimento adequado e temos um grande número de profissionais se aposentando. Não há reposição", diz Sérgio Rodrigues, coordenador da comissão.
Segundo ele e outros ativistas, com essa precarização do serviço tem ocorrido uma demora de três a cinco meses para o início do tratamento de pessoas recém diagnosticadas.

Levantamento da Receita mostra que o governo deixou de arrecadar R$ 1,6 bi em janeiro e fevereiro com a desoneração da folha
BRASÍLIA - Apenas nos dois primeiros meses do ano, o governo deixou de arrecadar R$ 1,6 bilhão com o programa de desoneração da folha salarial, mostra levantamento da Receita Federal obtido pelo Estado.
A cifra equivale a 43% de toda a renúncia fiscal registrada nesse programa no ano passado, que atingiu R$ 3,7 bilhões. É oito vezes mais do que o que se deixou de arrecadar no primeiro bimestre de 2012, que foi R$ 198 milhões.
O aumento se deve à inclusão de novos setores no regime, como os fabricantes de papel e celulose e equipamentos ferroviários. Em fevereiro, eram 31.100 as empresas beneficiárias. Outro salto na renúncia fiscal é aguardado a partir de abril, com a entrada da construção civil e do comércio varejista. Para janeiro de 2014, são aguardados mais 15 setores no novo regime.
Pelo sistema de desoneração da folha, a empresa deixa de pagar a contribuição patronal ao Instituto Nacional do Seguro Social (INSS) e recolhe, em troca, uma contribuição sobre o faturamento que pode ser de 1,5% a 2,5%. Os números da Receita mostram que uma coisa não compensa a outra, como já era esperado. Mas, se não fosse pela tributação sobre o faturamento, a conta da renúncia fiscal teria alcançado R$ 2,8 bilhões só em janeiro e fevereiro.
Na visão do governo, a desoneração da folha é benéfica para as empresas porque melhora a gestão do fluxo de caixa. Isso porque permite que elas só recolham tributos ao INSS à medida que faturem. Dessa forma, essa é tida como uma política de preservação de empregos e redução de custos de produção.

BRASÍLIA - O mercado de trabalho formal no Brasil voltou a perder fôlego em maio e registrou o pior resultado para o mês em 21 anos, segundo a série histórica do Cadastro Geral de Empregados e Desempregados (Caged), divulgada na noite desta sexta-feira, 21, pelo Ministério do Trabalho e Emprego. Mais cedo, ao anunciar os dados de maio, só estavam disponíveis registros a partir de 2003. A série histórica começa em 1992, único ano em que o resultado de maio foi menor do que em 2013. Naquele ano, foram abertos apenas 21.533 postos de trabalho em maio.
No mês passado, as contratações com carteira assinada superaram as demissões em 72.028, bem abaixo do patamar dos três meses anteriores, quando a criação de novos postos de trabalho superou a marca dos 100 mil por mês.
A geração líquida de empregos representou uma queda de 48,43% em relação ao mesmo período do ano passado, pela série sem ajuste, e de 63,20% considerando os registros das empresas feitos fora do prazo. No acumulado do ano, foram criados 669.279 empregos formais. A meta do Ministério do Trabalho é atingir 1,7 milhão de novas vagas este ano.
As demissões em maio somaram 1.755.094, também o pior resultado para o mês, e as admissões foram de 1.827.122, o segundo melhor resultado para o período.
O resultado, destaca o MTE, mantém a trajetória de expansão, mas revela uma perda de dinamismo quando comparado com os resultados do mesmo mês dos anos anteriores.

Após cinco sessões de alta, quando acumulou avanço de 5,46% ante o real, o dólar fechou em queda nesta sexta-feira, sob a influência do exterior e de fatores internos. A moeda norte-americana oscilou entre altas e baixas, influenciada pela volta das preocupações com a Grécia, por mais um leilão de swap cambial promovido pelo Banco Central e por declarações de um dirigente do Federal Reserve (Fed, o banco central dos EUA) colocando em dúvida a redução do programa de estímulos à economia do país. O dólar fechou com recuo de 0,66% no balcão, cotado a R$ 2,2440.
Na máxima do dia, o dólar valeu R$ 2,2750 (+0,71%) e, na mínima, marcou R$ 2,2430 (-0,71%). Da máxima para a mínima, oscilou -1,41%. No mercado de ações, o dia foi de queda. A Bovespa encerrou com recuo de 2,40%, aos 47.056 pontos.
A divisa dos Estados Unidos abriu o dia em leve baixa e, estimulada por notícias da Grécia, acabou virando para o território positivo no Brasil. O clima de aversão ao risco tomou conta do mercado em todo o mundo, depois que a Esquerda Democrática, um partido moderado do país, anunciou que está deixando a coalizão de governo grego. Na véspéra, o Financial Times havia informado que o Fundo Monetário Internacional (FMI) estaria se preparando para suspender pagamentos de ajuda à Grécia até o fim de julho, se os líderes da zona do euro não cobrirem um buraco entre 3 bilhões e 4 bilhões de euros que se abriu no programa de resgate de 172 bilhões de euros ao país.
Com o dólar em alta, o Banco Central voltou à carga e anunciou a oferta de 80 mil contratos (US$ 4 bilhões) de swap cambial (equivalente à venda de dólares no mercado futuro). Porém, ao contrário de dias anteriores, desta vez o BC ofereceu contratos com vencimentos mais longos (para 2/1/2014 e para 1/7/2014), numa tentativa, de acordo com profissionais, de tornar os leilões mais atrativos. Na operação, o BC vendeu 12.900 contratos para 2/1/2014 e 24.400 contratos para 1/7/2014, em um total de US$ 1,828 bilhão.

Nos cinco primeiros meses do ano, o déficit em conta corrente está em US$ 35,592 bilhões, o que representa 4,18% do PIB
BRASÍLIA - O resultado das transações correntes seguiu negativo em maio ao registrar um déficit de US$ 6,420 bilhões.
O chefe do Departamento Econômico do Banco Central, Tulio Maciel, disse que o número veio acima das projeções do BC, que esperavam um resultado negativo de apenas US$ 5,2 bilhões.
Maciel salientou que o resultado de maio foi o maior déficit para o mês da série histórica, que começa, com abertura mensal, em 1990. Os dados anuais eram apresentados pelo governo desde 1947.
Peso da balança comercial
"Grande parte (do déficit) se deve ainda ao desempenho da balança comercial. O desempenho tem sido inferior ao de igual mês do ano passado e isso vem se repetindo desde início do ano", considerou.
Segundo Maciel, a piora no resultado da balança comercial responde por 60% do aumento de US$ 18,7 bilhões no déficit em transações correntes nos cinco primeiros meses de 2013 sobre o mesmo período de 2012. "Desse valor, US$ 11,7 bilhões vêm da diferença de resultado da balança comercial. Isso decorre tanto do aumento de importação como da queda de exportação", afirmou.
Maciel afirmou que, o aumento das importações reflete a dinâmica da atividade no primeiro semestre de 2013, que é diferente de 2012. "Tivemos ritmo de crescimento maior. Isso se traduz em maior demanda por bens e serviços externos, principalmente nos segmentos ligados à produção."

SÃO PAULO - A presidente da Petrobrás, Maria das Graças Foster, foi evasiva ao comentar os possíveis efeitos da forte valorização do dólar frente ao real registrada nos últimos dias. Questionada sobre o tema por um participante do seminário "Investimento em Infraestrutura: base do desenvolvimento", realizado nesta sexta-feira, Graça sinalizou que não deve falar sobre câmbio até o final do mês.
"É preciso esperar chegar o último dia útil de junho para que a gente possa quantificar e responder de forma adequada a essa pergunta", disse. Graça destacou que o momento é marcado por uma "variação abrupta do câmbio" e que a Petrobrás, assim como as demais empresas do setor de óleo e gás, tem suas operações balizadas pelo dólar.
A valorização do dólar afeta a Petrobrás diretamente nos campos financeiro e operacional. Como a maior parte das dívidas da companhia é denominada em dólar, a alta da moeda norte-americana resulta em despesas financeiras para a Petrobrás. Embora o efeito seja apenas contábil em um primeiro momento, o câmbio pode provocar um salto nos indicadores de endividamento da estatal.
No campo operacional, o principal efeito está associado às operações de importação de combustíveis para atender a demanda doméstica. A Petrobrás é a maior importadora do País em razão principalmente das compras de gasolina, diesel e gás natural no exterior. O efeito cambial nas exportações deve anular potenciais ganhos da Petrobrás com a exportação de petróleo.
Outro efeito da variação do dólar e da sinalização de que a moeda pode oscilar em patamares mais elevados com a retirada de estímulos à economia dos Estados Unidos pelo Fed estaria no planejamento estratégico da Petrobrás. O Plano de Negócios 2013-2017 da estatal é fundamentado em um câmbio médio entre R$ 1,85 e R$ 2,00, sendo R$ 1,85 o câmbio projetado para o período final do intervalo. Com o dólar buscando novas patamares, a Petrobrás pode ser obrigada a rever suas estimativas no futuro plano 2014-2018, a ser divulgado no ano que vem.
Após participar do seminário, Graça Foster foi abordada por jornalistas, mas optou por não falar com a imprensa.

O índice pan europeu Stoxx 600 perdeu 1,16%, fechando a 280,40 pontos. Na semana, a retração foi de 3,68%.
Em um dia de agenda fraca nos EUA e também na Europa, os mercados continuam a digerir o discurso de Bernanke, que dois dias atrás afirmou que o Federal Reserve pode começar a reduzir suas compras de bônus este ano, se as condições econômicas assim permitirem. Nesta sexta-feira, 21, o presidente do Fed de Saint Louis, James Bullard, explicou seu voto dissidente na reunião do Comitê Federal de Mercado Aberto (Fomc, na sigla em inglês) esta semana. Ele acha que Bernanke não deveria ter estabelecido agora um cronograma para o fim dos estímulos. "Uma abordagem mais prudente teria sido esperar sinais mais tangíveis de que a economia está se fortalecendo e de que a inflação está caminhando em direção à meta", afirmou.
Enquanto isso, a Grécia se vê novamente mergulhada em uma crise política. O partido Esquerda Democrática abandonou a coalizão de governo, em função de discordâncias sobre o fechamento e posterior reestruturação da emissora estatal de televisão ERT. O primeiro-ministro grego, Antonis Samaras, do Nova Democracia, ainda conta com o apoio do Partido Socialista (Pasok), que lhe dá uma estreita maioria no Parlamento. Mesmo assim, a crise política muito provavelmente vai desviar o foco e dificultar a aprovação das reformas estruturais que o país precisa adotar.
O único indicador relevante divulgado nesta sexta-feira,,na Europa foi o superávit em conta corrente da zona do euro, que recuou para 19,5 bilhões de euros em abril, após um superávit recorde de 25,9 bilhões de euros em março. Os dados são ajustados aos efeitos sazonais e levam em conta o número de dias úteis de cada mês.

El ministro manifestó su preocupación en una reunión con varias autoridades para tratar los preparativos de la visita del pontífice que estaba cerrada para la prensa, aunque sus palabras fueron captadas por cámaras de televisión autorizadas a realizar imágenes.
"Tenemos una serie de complicaciones y preocupaciones. Lo que está ocurriendo (las manifestaciones) puede tener reflejo en la Jornada (Mundial de la Juventud)", afirmó Carvalho, que tiene estatus de ministro, según una transcripción de sus palabras divulgada por diferentes redes de televisión.
"No puede decir que la Jornada ocurrirá en un clima igual al de los días de hoy porque la coyuntura evoluciona tan rápido que no podemos profetizar, pero tenemos que estar preparados en caso de que ocurra con un clima como el generado por las manifestaciones de hoy en el país", afirmó.

HONG KONG — More than a week has passed since U.S. officials asked the Hong Kong government to arrest Edward Snowden, but the whereabouts of the former contractor who leaked documents about top-level surveillance programs remained unknown Saturday.
The reason for the apparent lack of action in the case is unclear. The delay could be related to the issuing of the warrant. Or officials may still be looking for Snowden, who is believed to be in Hong Kong but could also have found a way to leave the semiautonomous region.
The U.S. government asked Hong Kong to detain Snowden on a provisional arrest warrant June 14, the same day it filed criminal charges against him, including theft, “unauthorized communication of national defense information” and “willful communication of classified communications intelligence information to an unauthorized person.”
Under an extradition treaty between Hong Kong and the United States, a provisional warrant, as opposed to a regular one, is a faster way to detain suspected criminals since it does not require the initial approval of Hong Kong’s leader, currently Leung Chun-ying.
Instead, a judge can issue the warrant immediately. Simon Young, a legal professor at the University of Hong Kong, said that means a warrant for Snowden’s arrest could have been issued as early as June 14.

All it needs now is a candidate.
The upstart super PAC, called Ready for Hillary, is fast emerging as the quasi-official stand-in for potential 2016 presidential contender Hillary Rodham Clinton, scooping up advisers and gathering big donations more than three years ahead of election time.
But the group is also making some advisers in Clinton’s orbit decidedly nervous about its potential impact on her own efforts, which for now consist of philanthropic pursuits and remaining mum on a presidential bid. Some allies also fear a repeat of 2008, when an assumed air of inevitability contributed to Clinton’s loss to fresh-faced challenger Barack Obama.
Super PACs and other independent groups, which rose to prominence in the 2012 campaign, can cause serious problems for candidates they aim to support by going off message or muddying the landscape. Some donors are already confused by a proliferation of pro-Clinton groups, including at least three registered super PACs that feature Clinton in their name.
“It’s hard to even know what’s what any more,” said John Morgan, an Orlando lawyer who served on Bill Clinton’s 1996 national finance committee. “It’s become a cottage industry. It’s like, ‘Who are you?’ Just because you put the name ‘Hillary’ at the end of your PAC — it could be a bait and switch. I want to make sure I can get the biggest bang for my buck.”

There was a record spike Thursday in rates banks charge when they lend to one another, evoking memories of the credit shortage that shook the U.S. economy during the financial crisis. A disappointing figure from the manufacturing sector provided another ominous sign this week, causing further alarm that China’s slowdown is well underway.
For years, China has been viewed as a place flush with money, erecting gleaming airports, highways and entire cities seemingly overnight. But experts say that much of that building — and impressive economic growth — was fueled by debt that local governments are now struggling to repay, especially as the economy slows down.
“You’re dependent on creating new debt every day,” said Anne Stevenson-Yang, co-founder of J Capital Research, a Beijing-based analysis firm.
On top of that, the old method of taking on more debt to drive growth may be losing its potency.
“It takes a lot more credit to produce the same unit of output than it did five years ago,” said Nicholas Lardy, an expert on China’s economy at the Peterson Institute for International Economics.

A wave of selling washed across the financial world Thursday, driving the stock market down, interest rates up, and bringing new tremors of concern that the forces that have been propping up growth are starting to fade away.
The U.S. stock market closed Thursday down 2.5 percent following a 1.4 percent drop on Wednesday, but those moderate declines don’t capture the sense of fear that captured trading floors from Wall Street to London to Tokyo this week. The very underpinnings of a four-year bull market seemed to be coming unglued. An index of expected future market volatility soared 23 percent, to its highest level since the fiscal cliff standoff at the end of last year.
Markets are spooked, interest rates are on the rise across the globe, and a manufacturing survey hinted at new economic weakness in China. If those trends continue it could be enough to take the air out of a U.S. economic recovery that was just gaining momentum.
This isn’t a crisis like the ones that struck the United States starting in 2008 or Europe in 2010. Rather, it is a byproduct of the world’s central banks, having intervened on vast scale to deal with the economic travails of the last several years, introducing uncertainty and even a little chaos as they start to contemplate how and when the era of easy money might end.
Over the last five years, the Federal Reserve has injected more than $2.7 trillion in newly created dollars into the financial system and is continuing to add to that total to the tune of $85 billion a month. But in a news conference Wednesday, chairman Ben S. Bernanke made clear that the central bank expects to start pulling back the throttle later this year and ending the purchases entirely, if the economy cooperates, next summer.
That was enough to spark a sell-off on bond markets, which drove the interest rate the U.S. government must pay to borrow money to rise to its highest level since October 2011. Those higher rates will soon translate to higher home mortgage rates for ordinary Americans, putting one of the support struts of the economy, the housing rebound, at risk. Home builders’ stocks fell particularly steeply on Thursday.

Any attempt by the US to extradite the NSA whistleblower Edward Snowden from Hong Kong for espionage could take years and be blocked by China, legal experts have said.
The warning comes after it emerged on Friday that the US has charged Snowden with theft of government property, unauthorised communication of national defence information and wilful communication of classified communications intelligence to an unauthorised person. The latter two charges are part of the US Espionage Act.
Legislators in Hong Kong responded by calling for mainland China to intervene in the case. Snowden, 29, who is reportedly in hiding in Hong Kong, was last seen on 10 June. He is understood to have made contact with human rights lawyers in anticipation of a legal action from the US.
The US and Hong Kong have had an extradition treaty since 1998, a year after Hong Kong was transferred from British to Chinese rule. Scores of Americans have been sent back for trial under the treaty.
While espionage and theft of state secrets are not cited specifically in the treaty, equivalent charges could be pressed against Snowden under Hong Kong's official secrets ordinance, legal experts said.
The timeframe for such proceedings remains unclear, but Hectar Pun, a barrister with human rights expertise, said such an extradition could take three to five years.
If Hong Kong authorities did not charge Snowden with an equivalent crime, authorities could not extradite him, lawyers said. In the absence of charges, Snowden was also theoretically free to leave the city, one legal expert said.
Simon Young, a law professor at the University of Hong Kong, said that while the first charge involving theft might readily find equivalence in Hong Kong, the latter two spying offences will likely attract "litigation and dispute" in the courts.

Flash floods and landslides unleashed by early monsoon rains have killed at least 575 people in northern India, with tens of thousands of people still missing and entire villages destroyed. More heavy rain is forecast.
Rescue efforts involving 12,000 soldiers are continuing, and more than 50 air force helicopters have been dropping food, water and medical supplies to people trapped by the water in the foothills of the Himalayas. Others are airlifting survivors where they can be reached.
Tourists and pilgrims have been caught up in the disaster in Uttarakhand, a holy place for Hindus, where tens of thousands had been visiting ahead of the expected arrival of the rainy season. Many people have been stranded for five days in what the Indian government has called a "national disaster".
The flooding, which began almost a week ago with the heaviest rainfall this area has seen in 60 years, has worsened steadily with houses and blocks of flats on the banks of the Ganges, India's longest river, toppling into the torrent and being swept away with cars, trucks and even bridges.
Smaller streams have burst their banks, making hill passes inaccessible and smaller mountain roads have simply disappeared in the flooding.
According to government officials, at least 33,000 people have been rescued so far and around 63,000 are missing, 40,000 of them pilgrims. Home minister Sushilkumar Shinde, who arrived in the Uttarakhand capital of Dehradun to review rescue efforts, said operations are now on a war footing to evacuate the stranded. The railways are running special trains from the devastated areas to take survivors home.
"Whatever is humanly possible is being done," said Manish Tewari, the minister of information and broadcasting. The rains eased on Saturdaybut more heavy rain is expected from Sunday onwards, meaning that rescuers face a narrowing window of opportunity to reach the stranded.

If you've always hankered for a new vehicle but couldn't justify the outlay, could Britain's cheapest model, the Dacia Sandero at just £5,995, be your first brand new car?
Launched in the UK earlier this year the first Sanderos have just started hitting British roads – at £1,200 less than the next cheapest new car.
To put the price in context, in 1989 the UK's best-selling supermini, the Ford Fiesta 5-door 1.0-litre Popular, which had just four gears, cost a similar £5,736. Today the cheapest five-door Fiesta lists at more than £12,000.
So what do you get for your money? First, there's a touch of the "you can have any colour you like, so long as it's black". The basic model only comes in a trendy, or off-putting, white – depending on your view. You'll have to get used to winding up the windows and locking the doors manually. There's no stereo – just a space to put in your own, and you don't get a spare wheel.
However, it has power steering and front and side airbags. There's a rev counter, five gears, it comes with ABS brakes and traction control, a heated rear screen, tinted windows and a 12v power socket to let you plug in your phone – in short, everything you need but no fancy extras.
Those buying the most basic model get a 1.2 petrol engine – again, there's no choice – albeit one that's tried and tested and comes from Dacia's parent firm Renault.
The French car firm bought Dacia in 1999 and, for the past eight years, the Romanian automotive brand has been the fastest-growing in Europe, selling 350,000 cars last year.

El ministro manifestó su preocupación en una reunión con varias autoridades para tratar los preparativos de la visita del pontífice que estaba cerrada para la prensa, aunque sus palabras fueron captadas por cámaras de televisión autorizadas a realizar imágenes.
"Tenemos una serie de complicaciones y preocupaciones. Lo que está ocurriendo (las manifestaciones) puede tener reflejo en la Jornada (Mundial de la Juventud)", afirmó Carvalho, que tiene estatus de ministro, según una transcripción de sus palabras divulgada por diferentes redes de televisión.
"No puede decir que la Jornada ocurrirá en un clima igual al de los días de hoy porque la coyuntura evoluciona tan rápido que no podemos profetizar, pero tenemos que estar preparados en caso de que ocurra con un clima como el generado por las manifestaciones de hoy en el país", afirmó.

El secretario general de la Presidencia afirmó que el Gobierno realizará todo lo posible para garantizar el éxito de la visita que el papa realizará a Río de Janeiro entre el 22 y el 28 de julio.
Carvalho agregó que la propia presidenta de Brasil, Dilma Rousseff, está preocupada con la situación generada por las manifestaciones y que podrá realizar un pronunciamiento sobre el asunto este mismo viernes.
"Dilma (Rousseff) está preocupada. Vamos a convocar a la sociedad brasileña para adoptar medidas de contención. Tenemos que impedir ese tipo de manifestaciones que no le traen nada bueno al país", afirmó el funcionario.
Pese al carácter pacífico de la mayoría de las manifestaciones que se registraron el jueves en cerca de 80 municipios y que congregaron a más de un millón de personas, las protestas en algunas ciudades terminaron con incidentes violentos.
Los conflictos fueron provocados generalmente por el intentos de pequeños grupos de manifestantes de invadir edificaciones públicas como el Congreso Nacional, la sede de la cancillería, la alcaldía de Río de Janeiro y la gobernación de Ceará.
La protesta por mejores servicios públicos que congregó anoche a cerca de 300.000 personas en Río de Janeiro degeneró en graves incidentes que dejaron 62 heridos, 10 detenidos y rastros de destrucción en el centro de la ciudad.
Según Carvalho, el Gobierno festeja movilizaciones que muestran la madurez de la democracia brasileña pero lamenta los actos de vandalismo registrados en algunas de las manifestaciones.
"Ver la Explanada (la planicie de Brasilia enmarcada por las principales edificaciones públicas) de esa forma, ver edificios atacados como el Palacio de Itamaraty (sede de la cancillería) y la Catedral, no podemos aceptarlo", afirmó.
Las protestas comenzaron la semana pasada en Sao Paulo, exclusivamente contra la subida de las tarifas de transporte público, pero ganaron otras reivindicaciones, como mayores inversiones en la salud y la educación pública, y críticas a los elevados gastos del Gobierno para organizar eventos como el Mundial de fútbol de 2014.

HONG KONG — More than a week has passed since U.S. officials asked the Hong Kong government to arrest Edward Snowden, but the whereabouts of the former contractor who leaked documents about top-level surveillance programs remained unknown Saturday.
The reason for the apparent lack of action in the case is unclear. The delay could be related to the issuing of the warrant. Or officials may still be looking for Snowden, who is believed to be in Hong Kong but could also have found a way to leave the semiautonomous region.
The U.S. government asked Hong Kong to detain Snowden on a provisional arrest warrant June 14, the same day it filed criminal charges against him, including theft, “unauthorized communication of national defense information” and “willful communication of classified communications intelligence information to an unauthorized person.”
Under an extradition treaty between Hong Kong and the United States, a provisional warrant, as opposed to a regular one, is a faster way to detain suspected criminals since it does not require the initial approval of Hong Kong’s leader, currently Leung Chun-ying.
Instead, a judge can issue the warrant immediately. Simon Young, a legal professor at the University of Hong Kong, said that means a warrant for Snowden’s arrest could have been issued as early as June 14.

The office of Leung, Hong Kong’s chief executive, declined to comment on Snowden’s case Saturday. The police department did not respond to calls and e-mails.
Meanwhile, plans to protect Snowden appeared to be unfolding. Olafur Sigurvinsson, an Icelandic businessman, told reporters Thursday that he has a private jet ready to take Snowden to Iceland, a potential safe haven named by Snowden in interviews.
A spokesperson representing the Hong Kong Aviation Center, which handles private jet flights out of Hong Kong, did not comment on whether Snowden, or anyone on his behalf, had made plans to fly out.
“For privacy reason [sic], we do not disclose to external parties the identity of our passengers or information about their flight arrangement,” KK Yuen said in an e-mail.
Yuen also said that all passengers must go through immigration and customs checks. In other words, Snowden could have trouble leaving on a private jet without tipping off authorities.
A potentially drawn-out and complex legal process awaits the former contractor, who turned 30 on Friday, and the U.S. officials trying to remove him from Hong Kong.
If Snowden is arrested, he must be brought “as soon as practicable” before a Hong Kong judge, according to the extradition treaty. That judge will then decide whether he should be removed from Hong Kong under the terms of the treaty.
Among other things, the treaty requires that any criminal charges filed against Snowden must be both listed in the treaty and involve an offense that could land him in prison for more than a year in both the United States and Hong Kong.
Young, the legal expert, said that while the crime of theft clearly passed that test, the two communication-related charges “will likely attract litigation and dispute in the courts.” Those two charges are not listed explicitly in the treaty, although “offences involving the unlawful use of computers” is included, something U.S. officials may use in their legal arguments.
Snowden can challenge any initial ruling to extradite him all the way to Hong Kong’s highest court, a process that could take months to run its course.
In addition, he can submit an application for asylum to the U.N. High Commissioner for Refugees’ office in Hong Kong, which processes most asylum claims in the city. An enormous backlog means an application from Snowden could take months or even years to clear. Under Hong Kong law, the government would not be able to extradite him until his asylum request was processed.
UNHCR did not respond to requests for comment Saturday.
Regina Ip, a Hong Kong legislator and former security secretary, said Snowden will have plenty of defenders if he is arrested.
“I think if he stays in Hong Kong, there will be no lack of human-rights lawyers who are happy to help him,” she said Saturday.
Last weekend, 200 to 300 protesters marched by the U.S. Consulate to support Snowden, applauding his release of classified documents showing secret surveillance operations by the United States.
Hong Kong is in an unusual position in the matter, in that it has an independent legal system but must ultimately answer to mainland Chinese leadership in Beijing.
Snowden’s story has occasionally made the headlines in China, where some of his critiques of the U.S. government echo allegations by China’s leadership that the United States points fingers at other countries even as it violates civil liberties itself.
On Saturday, some Chinese netizens praised Snowden on hearing the news that criminal charges had been filed against him. Others expressed doubt that he would receive a fair trial in the United States.
“I reckon it will be a secret trial ... or just no trial,” wrote a used named Xiaolai on the Twitter-like microblog weibo.
Said another user, Kingbo Lee: “Snowden is a hero, a hero of the world’s people. Foreign countries must offer political asylum and support Snowden.”

The campaign has a flashy Web site and official logo T-shirts and signs. Prominent Democrats have endorsed it and written $25,000 checks. Its paid operatives and volunteers have set up shop in an Alexandria strip mall office that last housed the regional campaign headquarters for Sen. Timothy M. Kaine (D-Va.).
All it needs now is a candidate.
The upstart super PAC, called Ready for Hillary, is fast emerging as the quasi-official stand-in for potential 2016 presidential contender Hillary Rodham Clinton, scooping up advisers and gathering big donations more than three years ahead of election time.
But the group is also making some advisers in Clinton’s orbit decidedly nervous about its potential impact on her own efforts, which for now consist of philanthropic pursuits and remaining mum on a presidential bid. Some allies also fear a repeat of 2008, when an assumed air of inevitability contributed to Clinton’s loss to fresh-faced challenger Barack Obama.
Super PACs and other independent groups, which rose to prominence in the 2012 campaign, can cause serious problems for candidates they aim to support by going off message or muddying the landscape. Some donors are already confused by a proliferation of pro-Clinton groups, including at least three registered super PACs that feature Clinton in their name.
“It’s hard to even know what’s what any more,” said John Morgan, an Orlando lawyer who served on Bill Clinton’s 1996 national finance committee. “It’s become a cottage industry. It’s like, ‘Who are you?’ Just because you put the name ‘Hillary’ at the end of your PAC — it could be a bait and switch. I want to make sure I can get the biggest bang for my buck.”

Ready for Hillary — launched in January by Clinton boosters Adam Parkhomenko and Allida Black — is getting help from a number of veterans from Hillary and Bill Clinton’s political operation. Former Bill Clinton strategist Harold Ickes, former Clinton White House political director Craig Smith and former Hillary Clinton campaign lawyer Jim Lamb are advising the group on strategy, while longtime confidant James Carville recently sent out a fundraising solicitation under his name.
“I look at this as an outpost that will help Hillary if she runs,” Ickes said.
“There are likely to be a number of Hillary super PACs popping up like mushrooms in the spring,” he added, but “this super PAC is the real deal.”
Super PACs are not allowed to coordinate their message or spending with any candidate or political party, and Ready for Hillary organizers say they have had no contact with Clinton or those in her immediate circle of advisers. The Clinton camp says the same.
“They are an independent entity acting on their own passion,” said Nick Merrill, a Clinton spokesman. “Their energy and enthusiasm to convince her to run is inspiring, though only she in the end can make that very personal decision.”
Still, enough boldface names close to the Clintons are involved to give Ready for Hillary “the official ‘Good Housekeeping’ seal of approval for all things Hillary,” said Michael Trujillo, an adviser to a rival super PAC.

HONG KONG — Concerns are growing about China’s economy as the country’s new leadership tries to get a handle on deep problems that experts say have been years in the making.
There was a record spike Thursday in rates banks charge when they lend to one another, evoking memories of the credit shortage that shook the U.S. economy during the financial crisis. A disappointing figure from the manufacturing sector provided another ominous sign this week, causing further alarm that China’s slowdown is well underway.
For years, China has been viewed as a place flush with money, erecting gleaming airports, highways and entire cities seemingly overnight. But experts say that much of that building — and impressive economic growth — was fueled by debt that local governments are now struggling to repay, especially as the economy slows down.
“You’re dependent on creating new debt every day,” said Anne Stevenson-Yang, co-founder of J Capital Research, a Beijing-based analysis firm.
On top of that, the old method of taking on more debt to drive growth may be losing its potency.
“It takes a lot more credit to produce the same unit of output than it did five years ago,” said Nicholas Lardy, an expert on China’s economy at the Peterson Institute for International Economics.

Analysts say China risks entering a vicious cycle. The slower the economy grows, the harder it becomes to pay back loans. The more defaults there are, the more banks pull back credit that could be supporting economic growth.
The unfolding events in China, the world’s second-largest economy, are being closely watched by U.S. economists and investors because of the close ties between the countries. This week, the rate spike and manufacturing slowdown contributed to volatility in U.S. stock markets. Rates in China eased off their record Friday.
China’s leaders have acknowledged problems with its financial system, and President Xi Jinping has vowed to reform the country’s economy in sweeping ways that rebalance China’s sources of growth, from an economy dependent on speculative investment and real estate to one that relies more heavily on consumption.
“We believe the new leaders are fully aware of the financial risks in the economy,” wrote Zhiwei Zhang and Wendy Chen, economists at Nomura, the investment bank. “As their tenure will last for 10 years, they are willing to tolerate some short-term pain in order to achieve long-term policy objectives — preventing financial crisis and delivering sustainable growth.”
But there’s some disagreement on how much China’s leaders are actually in control of the situation, and how well they can manage the political perils if people are out of work or see their wealth stop growing.
Stevenson-Yang said that soon, even China’s famously large U.S. dollar reserves will start dwindling when the government has to step in and shore up its financial system.
“It’s like going down a tunnel where the walls get closer and closer,” she said. “This is not a liquidity crisis. This is a debt crisis, which is way more systemic and difficult.”
Part of the issue is that China’s financial system is still relatively immature, at least compared with developed economies. The banking sector is awash with so-called wealth management products that form the backbone of a largely unregulated shadow banking industry. These short-term products offer high returns, but they are often invested in risky assets such as real estate.
The growth in shadow banking has been astronomical as banks have pulled back on traditional lending. In 2008, there was an estimated 1 trillion renminbi (or about $163 billion) worth of outstanding bank-issued wealth-management products, according to Nicholas Borst in a recent paper with the Peterson Institute for International Economics. By the end of last year, that amount had grown to more than 7.1 trillion renminbi, or about $1.16 trillion.
Interest rates with traditional savings deposits are so low that many ordinary Chinese have begun purchasing these often riskier products in the hopes of getting higher returns on their money. The products are so ubiquitous that they’re regularly advertised on people’s mobile phones.
The situation is potentially so dire that Xiao Gang, the chairman of the board of Bank of China, wrote an op-ed earlier this year saying the products amounted to essentially “a Ponzi scheme.”
Still, some have faith that the Chinese government will step in before things go haywire.
“Unlike the banking system in other countries, most of the Chinese banks are state-owned. ... The resources which the central government can offer are abundant,” said Chen Gong, founder and chief researcher at Beijing-based Anbound Consulting. The banks “might be on the edge of collapse, but they will never collapse.”

A wave of selling washed across the financial world Thursday, driving the stock market down, interest rates up, and bringing new tremors of concern that the forces that have been propping up growth are starting to fade away.
The U.S. stock market closed Thursday down 2.5 percent following a 1.4 percent drop on Wednesday, but those moderate declines don’t capture the sense of fear that captured trading floors from Wall Street to London to Tokyo this week. The very underpinnings of a four-year bull market seemed to be coming unglued. An index of expected future market volatility soared 23 percent, to its highest level since the fiscal cliff standoff at the end of last year.
Markets are spooked, interest rates are on the rise across the globe, and a manufacturing survey hinted at new economic weakness in China. If those trends continue it could be enough to take the air out of a U.S. economic recovery that was just gaining momentum.
This isn’t a crisis like the ones that struck the United States starting in 2008 or Europe in 2010. Rather, it is a byproduct of the world’s central banks, having intervened on vast scale to deal with the economic travails of the last several years, introducing uncertainty and even a little chaos as they start to contemplate how and when the era of easy money might end.
Over the last five years, the Federal Reserve has injected more than $2.7 trillion in newly created dollars into the financial system and is continuing to add to that total to the tune of $85 billion a month. But in a news conference Wednesday, chairman Ben S. Bernanke made clear that the central bank expects to start pulling back the throttle later this year and ending the purchases entirely, if the economy cooperates, next summer.
That was enough to spark a sell-off on bond markets, which drove the interest rate the U.S. government must pay to borrow money to rise to its highest level since October 2011. Those higher rates will soon translate to higher home mortgage rates for ordinary Americans, putting one of the support struts of the economy, the housing rebound, at risk. Home builders’ stocks fell particularly steeply on Thursday.

“The higher rates mean that businesses will also need to pay more for financing their investments,” said Jason Benowitz of Roosevelt Investment Group in New York. “A dramatic rise of interest rates could indeed hit growth.”
The Fed’s actions — and now its potential unwinding of those actions — have had global ramifications, and Bernanke’s comments Wednesday triggered a flurry of activity in Asian markets overnight. As traders grappled with the possibility of a world less awash in dollars, borrowing costs skyrocketed across the globe, particularly in emerging markets. For example, the cost for the Indonesian government to borrow money for a decade rose more than half a percentage point, to 4.8 percent; similarly eye-popping interest rate increases occurred in countries including Brazil, Mexico, Turkey, Russia, and Poland.
Indeed, the Chinese central bank had to launch an intervention of its own to combat the rise in price of money; Bloomberg reported that the People’s Bank of China injected $8.2 billion into that nation’s financial system to combat an abrupt increase in interest rates. A weak report on Chinese manufacturing contributed to a rout in Asian markets.
“I think if it was just the Fed tapering, we wouldn’t see such a negative reaction, because after all it was expected,” said Sam Stovall, chief equity strategist at S&P Capital IQ. “Add on the concern that China is slowing, as the preliminary PMI figures are showing . . . and that bad news usually come in threes, so the market is expecting some more bad news”
The signs of economic weakness in China contributed to a steep drop in the prices of global commodities as well. Crude oil prices fell 3.4 percent to $95.14 a barrel Thursday, the price of corn fell 1.8 percent, and gold was down just slightly Thursday after a 4.9 percent tumble Wednesday.
The volatility across world markets Wednesday and Thursday had some echoes in what has happened in Japan in recent weeks. That nation, where the Bank of Japan has an aggressive plan to try to end its long period of deflation and stagnant growth, has seen extreme stock market drops of 7.3 percent and 6.4 percent on separate days over the last month. The volatility seems to be a consequence of a world in which prices are being driven by the money-printing, or lack thereof, by central bankers.
One saving grace for the United States: If the market swings really do undermine U.S. growth, then the Fed, as Bernanke said repeatedly in his news conference, will move that much more gingerly in removing its help for the economy. Indeed, just Thursday, investors’ expectations for inflation over the next few years fell 0.1 percentage point, to 1.75 percent, the lowest since last July. Because the Fed aims for inflation of 2 percent, that would suggest there is more room for the central bank to pump money into the economy without sparking an outburst of higher prices.
In effect, with the Fed starting to think about an exit from an era of easy money, it will be a great test of just how resilient this economic recovery really is. If the whole thing — the rises in stock prices, in corporate earnings, in the housing market, even in job growth — is driven solely by the flood of money, or whether five years of zero-interest rates and trillions of dollars in bond purchases have succeeded at getting a more resilient economic engine for the United States up and running.

Hong Kong legal experts say US could face lengthy diplomatic and legal process to try NSA whistleblower in American court
Any attempt by the US to extradite the NSA whistleblower Edward Snowden from Hong Kong for espionage could take years and be blocked by China, legal experts have said.
The warning comes after it emerged on Friday that the US has charged Snowden with theft of government property, unauthorised communication of national defence information and wilful communication of classified communications intelligence to an unauthorised person. The latter two charges are part of the US Espionage Act.
Legislators in Hong Kong responded by calling for mainland China to intervene in the case. Snowden, 29, who is reportedly in hiding in Hong Kong, was last seen on 10 June. He is understood to have made contact with human rights lawyers in anticipation of a legal action from the US.
The US and Hong Kong have had an extradition treaty since 1998, a year after Hong Kong was transferred from British to Chinese rule. Scores of Americans have been sent back for trial under the treaty.
While espionage and theft of state secrets are not cited specifically in the treaty, equivalent charges could be pressed against Snowden under Hong Kong's official secrets ordinance, legal experts said.
The timeframe for such proceedings remains unclear, but Hectar Pun, a barrister with human rights expertise, said such an extradition could take three to five years.
If Hong Kong authorities did not charge Snowden with an equivalent crime, authorities could not extradite him, lawyers said. In the absence of charges, Snowden was also theoretically free to leave the city, one legal expert said.
Simon Young, a law professor at the University of Hong Kong, said that while the first charge involving theft might readily find equivalence in Hong Kong, the latter two spying offences will likely attract "litigation and dispute" in the courts.

Under Hong Kong's extradition system, a request first goes through diplomatic channels to the government, who decides whether to issue an "authority to proceed". If granted, a magistrate issues a formal warrant for the arrest of Snowden.
Once brought before the court, the judge would decide whether there was sufficient evidence to commit Snowden to trial or dismiss the case, though any decision could be appealed in a higher court.
Snowden could claim political asylum in Hong Kong, arguing he would face torture back home. Article six of the treaty states extradition should be refused for "an offence of a political character".
"The unfairness of his trial at home and his likely treatment in custody" were important factors to consider when assessing Snowden's chances of claiming political immunity from extradition, said Young.
Should a Hong Kong court eventually call for Snowden's extradition, Hong Kong's leader and China could still veto the decision on national security or defence grounds.
Snowden has admitted leaking secrets about classified US surveillance programmes, which he said he did in the public interest. Supporters say he is a whistleblower, while critics call him a criminal and perhaps even a traitor.

Flash floods and landslides unleashed by early monsoon rains have killed at least 575 people in northern India, with tens of thousands of people still missing and entire villages destroyed. More heavy rain is forecast.
Rescue efforts involving 12,000 soldiers are continuing, and more than 50 air force helicopters have been dropping food, water and medical supplies to people trapped by the water in the foothills of the Himalayas. Others are airlifting survivors where they can be reached.
Tourists and pilgrims have been caught up in the disaster in Uttarakhand, a holy place for Hindus, where tens of thousands had been visiting ahead of the expected arrival of the rainy season. Many people have been stranded for five days in what the Indian government has called a "national disaster".
The flooding, which began almost a week ago with the heaviest rainfall this area has seen in 60 years, has worsened steadily with houses and blocks of flats on the banks of the Ganges, India's longest river, toppling into the torrent and being swept away with cars, trucks and even bridges.
Smaller streams have burst their banks, making hill passes inaccessible and smaller mountain roads have simply disappeared in the flooding.
According to government officials, at least 33,000 people have been rescued so far and around 63,000 are missing, 40,000 of them pilgrims. Home minister Sushilkumar Shinde, who arrived in the Uttarakhand capital of Dehradun to review rescue efforts, said operations are now on a war footing to evacuate the stranded. The railways are running special trains from the devastated areas to take survivors home.

"So far, 575 bodies have been recovered, but the toll is likely to go up. As per our records, 62,790 people are still stranded," said Uttarakhand's home secretary, Om Prakash, on Saturday. He said an eight-strong team of doctors and officials had been sent to the Hindu pilgrimage site of Kedarnath temple "to collect the bodies lying there".
"This kind of disaster has never happened in Himalayan history," said one official. Some local people are complaining of neglect from relief agencies, alleging priority is being given to the tourists and Hindu pilgrims but, while the authorities have admitted to poor co-ordination of the rescue effort, the army is struggling to repair roads and bridges to reach more remote areas.
The Indian prime minister, Manmohan Singh, has called the situation "distressing" and offered 200,000 rupees (£2,000) to each family of those who have lost their lives, plus 50,000 rupees (£400) to the injured from his national relief fund. He also pledged money to people who have lost their homes.
The rains have spared the summer sowing season in northern India, as planting of rice, sugar, cotton and other agricultural produce is not yet in full swing. Heavy rain early in the June-September season makes planting easier, but if flooding persists stagnant water can delay sowing or damage rice shoots.
Floods and landslides from monsoon rains have also hit neighbouring Nepal, killing at least 39 people, the Nepalese government said.
Google has opened up its person-finder tool in Hindi and English to help trace missing people in Uttarakhand. India's National Disaster Management Authority has published control room phone numbers for the flood-affected districts.

Thousands of workers and unemployed people marched in Rome on Saturday to protest against record unemployment and call on Enrico Letta's two-month-old government to deliver more than empty rhetoric on the issue.
The rally, organised by the country's three largest unions was the first major protest since Letta's broad, left-right coalition took office following an inconclusive election in February.
Italian unemployment rose to 12% in April, the highest level on record, and joblessness among people under 24 is at an all-time high above 40%.
Union chiefs, speaking before a flag-waving crowd estimated at more than 100,000 by the organisers, criticised Letta for what they called a lack of action on an urgent problem.
"We can't accept these continuous promises that aren't translated into decisions that give a change of direction," said Susanna Camusso, leader of the country's largest union CGIL.

Luigi Angeletti, head of the UIL, said the country could not afford the piecemeal approach to policy adopted so far, especially when the ruling coalition is so fragile.
"In a country where the main concern is betting on how long the government will last, the message is that there is no more time for promises and announcements," he said in Piazza San Giovanni, the traditional venue of leftwing protests.
Letta's cabinet is due to unveil a package aimed at tackling youth unemployment next week, but Angeletti said the measures being mooted, such as tax breaks for firms hiring young people, were useless.
Italy's economy has contracted in every quarter since mid-2011 – its longest post-war recession – and companies are steadily shedding staff.
The unionists called on the government to intervene to prevent plans by white-goods manufacturer Indesit to lay off 1,400 workers in one of the most recent labour disputes.
"Indesit isn't in crisis, it just wants to use its profits to make investments in Turkey and Poland," Camusso said.
One marcher, Lorenzo Giuseppe, said he had turned out "to send a message to the government that jobs have to be the top issue on the agenda. If we have work we can move ahead."

The last time a new car cost as little as the Dacia Sandero, the Berlin Wall was still standing. Miles Brignall takes it for a spin
The Berlin Wall was still standing, When Harry Met Sally was filling cinemas and Duran Duran was top of the charts. And 1989 was also the last time a new car was this cheap, in real terms. If you've always hankered for a new vehicle but couldn't justify the outlay, could Britain's cheapest model, the Dacia Sandero at just £5,995, be your first brand new car?
Launched in the UK earlier this year the first Sanderos have just started hitting British roads – at £1,200 less than the next cheapest new car.
To put the price in context, in 1989 the UK's best-selling supermini, the Ford Fiesta 5-door 1.0-litre Popular, which had just four gears, cost a similar £5,736. Today the cheapest five-door Fiesta lists at more than £12,000.
So what do you get for your money? First, there's a touch of the "you can have any colour you like, so long as it's black". The basic model only comes in a trendy, or off-putting, white – depending on your view. You'll have to get used to winding up the windows and locking the doors manually. There's no stereo – just a space to put in your own, and you don't get a spare wheel.
However, it has power steering and front and side airbags. There's a rev counter, five gears, it comes with ABS brakes and traction control, a heated rear screen, tinted windows and a 12v power socket to let you plug in your phone – in short, everything you need but no fancy extras.
Those buying the most basic model get a 1.2 petrol engine – again, there's no choice – albeit one that's tried and tested and comes from Dacia's parent firm Renault.
The French car firm bought Dacia in 1999 and, for the past eight years, the Romanian automotive brand has been the fastest-growing in Europe, selling 350,000 cars last year.

Until now Dacias have been rare on British roads because the company did not produce right-hand drive cars. Now that's changed, and it is launching a range of UK cars at some very low prices. The company says it is able to offer these prices as it has stripped its production of waste by "making an enemy of the unnecessary".
The biggest surprise, given the price, is the car's generous size. Most models in the £6,000-£8,000 range have tiny seats in the back, but not this one. Dacia says the Sandero will take five adults and our experience was that it can, at a push – but it will certainly take four. The vehicle will most likely appeal to fans of the old Renault 4 or Citroën 2CV, but not to the type of person who sees their car as an extension of their status.
It goes surprisingly well. Again, most of its rivals have small one-litre engines, which can struggle at times. The Sandero, with its 1200cc engine and light body, offers plenty of va va voom. It was quite fun to drive and handled well at higher motorway speeds. It's built to take the roads of eastern Europe, so should cope with the UK's. But, in common with most other budget cars, it was quite noisy on certain surfaces, particularly at 70mph-plus.
The steering was good and it was easy to park. Oddly, it felt good to be winding down windows by hand. The air vents look like something out the 70s, and it wasn't hot enough during the test to miss the absent air conditioning. The boot release mechanism looked rather Heath Robinson, but it worked.
The only thing a driver is really likely to miss is central locking. Having to wait for everyone else to get out, and then reach over and lock all the doors, was a pain, and, for this reason alone, I'd recommend paying the extra £600 for the "Ambiance" trim. This offers electric front windows, remote door-locking and a radio/CD player complete with Bluetooth. If you want to choose a different colour you have to add another £470, taking the price up to £7,065.
The big question for many is whether to buy this or a used rival car from a more established brand. From a financial point of view, the Dacia takes some beating. It costs £120 a year to tax, and claims 47mpg (buyers should get close to 42mpg). Insurance will be cheap (group 2E) and the only costs other than petrol will be servicing at 12,000 miles or annually. Buyers get a three-year warranty, which they can extend to five, or even eight years, by paying more.
Dacia cars have fared well in German reliability tests, partly because there is little to go wrong. The car comes with three years' roadside recovery.
You could run it for five years and then sell it for £900 – and still have only lost £1,000 a year or so in depreciation, which is almost unheard of for a new car.
In comparison, a used 2011 (but much more swish) five-door Ford Fiesta with 15,000 miles on the clock will set you back around £7,000. A one-year-old Nissan Micra can be had for a similar amount, while a much smaller, but arguably cuter, 2010 Peugeot 107 can be bought from a dealer for around £5,000. Buying used, of course, offers less warranty but gets you a more established brand.
If you want a new car, the smaller Suzuki Alto is the UK's second cheapest at £7,200, discounted to £5,995 until the end of June. The Kia Picanto is also worth looking at, and starts at £7,995 for the basic three-door model. Generally, plusher means pricier and smaller.
If you want to take a look at the Dacia they are available at 130 Renault dealers, which will also carry out servicing. If you do a large annual mileage, have a look at the diesel model, which starts at £8,395
Dacia reckons most buyers will opt for its better-equipped, but more expensive models, but we're not so sure. While I had the car I asked several friends to guess what they thought it would cost and they all predicted a higher price tag, suggesting it's cheaper than it looks.
My 11-year-old son, who has to vacuum the family car to get his pocket money, gave it his stamp of approval after being a passenger. After a long look around the interior his considered verdict was: "It looks easy to Hoover."

Let’s take a closer look at the “peace-loving” founder of Islam:
Muhammad was born in 570 AD in Mecca (correctly pronounced Makka), a city northwest of Arabia. His father, Abdullah (meaning servant of Allah) died before he was born. His mother, Amia, died when he was six. He was raised, first by his grandfather, Abdul Muttalib, and later by his uncle, Abdul Manaf, also known as Abu Talib. He was of the Hashimite clan of Quraish tribe. As a young boy he traveled with his uncle in merchant caravans to Syria, and for some years after he made similar journeys in the service of a wealthy widow.
At the age of forty-three, Muhammad went to the public square around the Ka’aba stone to preach. He proclaimed that Allah was one, unseen and all-powerful. He condemned the worship of other gods beside Allah and warned of a coming day of judgment. In thirteen years of peaceful preaching, he won about a hundred followers. Persecution broke out and some of his followers fled to Abyssinia (now Ethiopia, a Christian country).
The Negus of Abyssinia and his Christian subjects protected the Moslems and lavished love on them. When the Meccan persecutors demanded their repatriation, the Christians refused to hand them over. The Moslems had earlier defended their faith in public debate, confessing their belief in Christ’s virgin birth, His miracles and His ascension into heaven (the favorable passages about Jesus in the Koran may be there for that reason)
But, Muhammad’s accommodation with the Christians was short-lived. After Islam became fully established, it revealed its true colors as a rabid anti-Christian religion, and the blotting out of Christianity from under the sun has been a major aim of Islam ever since. In their quest to destroy Christianity, Moslems even went as far as to forge a false “gospel,” allegedly written by Barnabas (Barnabas is believed to have been written by a monk named Marino, a Catholic turned Moslem, who was later known as Mustapha Arandi. Barnabas contains direct quotes from the Koran and from a 15 century comedy by Dante.) Before his death in 632, Muhammad ordered a military operation against Christian Byzantine (the Eastern Roman Empire)
Following in the footsteps of their prophet, Muhammad’s successors, the Khalifahs, launched a Jihad against Christendom in Mesopotamia, Asia minor, central Asia, and in Egypt, killing millions and forcing the rest to embrace Islam. Then they attacked and occupied Jerusalem. As if all this wasn’t enough, on the very site where the magnificent temple of the God of Heaven once stood, the Moslems chose to construct the Dome of the Rock and their third most “holy” mosque, the Al-Aqsa Mosque. Why was the Dome placed where it was, if not to desecrate the temple site of the God of the Bible?
The Moslems undid most of what the early apostles had achieved in the Middle East by invading Christian populated North Africa, murdering many and forcing the rest to Islam at the point of the sword. Even today it is a crime to preach Christ in most Middle Eastern countries. As stated earlier, in Arabia, if a Saudi national is found to be a Christian, he is beheaded.
The battle-hardened Islamic “missionaries” then swept over Palestine, drove on to Persia, continued their drive into northwest India, and settled finally on the southern steps of Russia. They overran Spain and invaded France. Thank God for Charles Martel who halted their advance into Europe. If not for that battle, Islam could have overrun the entire continent.
Islam is now using their petrol dollars to achieve what they could not accomplish earlier through the sword. Through its control of oil, Islam is now expanding at the expense of Christendom.

632 AD – Islamic Jihadists conquered Yemen.

711-713 AD – Arabian expansionists captured all of Spain and Portugal. The place the Islamic Commander pitched his headquarters still bears his name, Gibraltar, in English, or Jebel Tariq (Arabic), meaning mountain of Tariq.
715-717 AD – Arabian armies subdued Afghanistan, central Asia, northern limit of the Caspian sea, much of northern India.
718AD – Islamic forces started attacking France.
725AD – The invading Islamic armies besieged Toulouse and raided Burgundy and the Rhone valley.
732 AD – Bordeaux was besieged. The Islamic armies advanced up to Poitiers where they were defeated by Charles Martel. And thus, just one century after the death of Muhammad, the domain of Islam stretched from the Pyrenees to the Himalayas, from the Atlantic to the Indian Ocean, and from central Asia to central Africa.

For a time, intellectual, commercial and artistic pursuit became more prominent, and by the eleventh century, the Islamic empire was weak enough for the Vatican to venture the crusades. Like the Battle of Tours before it, this battle saved Europe from falling to Islam. The city was besieged by a large Islamic force of about 275,000-300,000 Turks and Tartars, led by Grand Vizier Kara Mustafa.
Christian forces were losing the battle until Jan Sobieski, King of Poland, entered the field with about 30,000 knights. The Turks left 15,000 dead on the battlefield.
Christian losses are believed to have been about 3500 dead and wounded.

Como deve ser do conhecimento de todos, chamo-me Joana Motta de Abreu, doutora em Direito Internacional, professora emérita desta casa e atual Secretária de Educação do Estado. Formei-me em Sociologia na Sorbonne em 1968, e tive a honra de dividir os bancos universitários com nosso estimado ex-presidente da República.

Ao lado de colegas como ele, lutamos, minha geração, contra a ditadura militar, lutamos e sofremos juntos durante um período negro de nossa história; sofremos diante do autoritarismo, mas perseveramos e por fim vencemos, conseguindo estabelecer, à custa de sangue, suor e lágrimas, a democracia em nosso país.

Os últimos 8 anos de governo foram tempos de imensos, fundamentais e, diria eu, irreversíveis progressos na consolidação de uma nação soberana: a conquista de uma economia estável, a aprovação irrestrita da comunidade internacional, 8 anos de avanços inexoráveis rumo ao fim das desigualdades sociais neste continente chamado Brasil.

E agora, depois do processo de transição mais maduro que já presenciamos, vemos um sonho, talvez o maior de nossa geração, se realizar: a chegada do povo ao poder.

Saímos fortalecidos, a América Latina sai fortalecida. Os réus são acusados de assassinar, utilizando-se de arma de fogo, uma senhora de 72 anos, não-identificada. Relato a seguir, para que conste nos autos do processo, as circunstâncias do crime:

Na tarde do dia 25 de dezembro, a referida senhora, paciente hospitalizada em um grande hospital público, encontrava-se em uma maca nos corredores aguardando a transferência para um leito na Unidade de Tratamento Intensivo. Diagnosticada com câncer nos ossos em estado terminal, a paciente foi retirada das dependências do referido hospital pelos réus, levada para um barracão na periferia da cidade (provável local de reunião da quadrilha), e assassinada com um tiro na nuca, instrumentado por uma arma de numeração não-identificada, calibre 32.

O homicídio doloso é a mais chocante violação do senso moral da humanidade civilizada. Estas pessoas expuseram corpos em estado de putrefação, e não satisfeitas, acabaram por matar uma mulher inocente, sem chance de defesa. Mesmo se levarmos em conta a hipótese de crime político, o que os diferencia da dita sociedade que eles atacam?

Por que um tiro de desespero na cabeça de uma moribunda abandonada nos corredores de um hospital sucateado tem mais peso que os milhares de assassinatos cometidos pela indiferença pública?

On 15 March 2004, fifteen year old schoolboy Kriss Donald, was walking down a Glasgow street.
When he was attacked kicking and screaming begging to not be hurt. He was forcibly bundled into a car by five Muslim men, led by Imran Shahid.
Kriss was taken on a 200 mile journey to Dundee and back by his Muslim attackers.
During the journey the Muslim gang subjected him to shocking torture.
His eyes were poked out and his genitals were cut off.
The Muslim gang, finally took Kriss to Celtic's football training ground.
Where they held him down by his arms, and stabbed him thirteen times.
At this stage Kriss was still alive.
The Muslim gang then doused Kriss in petrol and set him on fire and left him to die.
Kriss is believed to have crawled a few yards after the Muslim gang had gone, before dying.
The Muslims then fled to Pakistan, flying from Manchester airport, believed to have been helped by members of Glasgow's Muslim community.
They were returned to the UK from Pakistan, despite that government figures were at times alleged to have been reluctant to pursue the case for the return of the men, for diplomatic reasons.
On 8 November 2006, three men were found guilty of the racially motivated murder of Kriss Donald. All three had denied the charge; however, a jury at the High Court in Edinburgh convicted them of abduction and murder. Each of the killers received sentences of life imprisonment, with Imran Shahid given a 25-year minimum term, Zeeshan Shahid a 23-year minimum and Mushtaq receiving a recommended minimum of 22 years.
Far as I know, most child killers get much longer than they got.
The case was mostly ignored by the media and in England and Wales it got one day
At the time of the murder, Peter Fahy, spokesman of race issues for the Association of Chief Police Officers noted that the media as a whole tended to under report the racist murders of white people, noting:
"it was a fact that it was harder to get the media interested where murder victims were young white men''.
No surprise that the race relations industry ignored Kriss's killing as well.
With Kriss obviously being the wrong colour, white.
For example, how many articles have Lancaster Unity done on the murder?

The contrast is striking between the case of another so say "racist" murder in London some 20 years ago, who was stabbed once and died in Welling, South London, by person or persons unknown. Hundreds of people are murdered in London every year and there are many who have never had their cases closed. Whether somebody uttered some mean words before doing the evil deed is of no consequence, murder is still murder. Its not somehow made a worse crime if somebody utters some forbidden magic words beforehand.
The media have declared, without evidence, witnesses, or convictions, that the unnamed person(we all know who it is)was murdered by 'racists', they have turned his murder into a "guiltfest" for their white middle class friends. They have been beating the rest of us with the racism stick ever since and we have not been allowed to forget it with monthly reminders.
As for kriss Donald, silence. No memorial stone no nothing.
People are saying justice has been served. IT HAS NOT BEEN! Because 2 of the 5 are still at large.
While the media like to rub the European people of our lands noses in it over other, not as serious racial murders from over 20 years ago. Like one guy who was stabbed once by some drunken louts in London over 20years ago. Followed by the police bungling things up. There is no memorial garden with 24 hours CCTV, no charity in his name nothing. We see nothing of his mother she has made no money from this case. Kriss has been swept under the carpet like some kind of inconvenient truth that goes against the multicultural agenda to stop us complaining about mass population change because that's what it is now because its gone past immigration. People in England across the border don't even know about him. Yet we here in Scotland know one famous “racial” murder victims inside leg measurement and are beaten with the proverbial racism stick monthly.
Whether some nasty names were uttered before the evil deeds were committed is of no consequence.

The African National Congress is not led by a single leader as purported by writers of various fictional prose. President Zuma forms part of a leadership collective that is elected by members of the organisation through a rigorous and thorough democratic process. This assertion which is being repeatedly ad nauseum by many is indicative of political spectators who lack understanding of the organisation, its functioning or its internal processes. In the ANC decisions are reached on consensus not dictatorship after proper engagement and consultation.
Further, the notion of a paralysis in the ANC arising from this purported fear of Comrade President Zuma is an insult not only to the President but to the more than one million members and leaders of the African National Congress. In essence, those who tout this lie seek to infer that the membership, leadership and supporters of the African National Congress are brainless stooges without capacity to reason, deduce and lead the struggle of the people of South Africa.
To call President Zuma a tyrant, a monster and a person who ruthlessly pursues an enemy is tantamount to slander and defamation of the integrity of the President. There are no facts that prove the above to be true therefore the wild accusations are a deliberate intention to insult and undermine the leader of the African National Congress and the Republic of South Africa. Indeed the African National Congress and its members view such statements as disrespectful, distasteful and insulting to the person of the President and the ANC. It is extremely suspect that a person who makes such an insult could still claim to be a member of the ANC.
It must also go on the record; the President of the African National Congress does not owe any favours to anyone who genuinely believed in his innocence when charges were served on him by the state. There are many members of the ANC and people of South Africa who continue to believe in his innocence and will not expect the President to owe them any favours nor loyalty as a result of their support.
These wild allegations that are thrown around recklessly further miss even the most basic tenets of fact. The ANC, without any fear or favour, expressed itself on the landing of an aeroplane at Waterkloof Air Base. Our government has also taken steps to correct the situation surrounding the breach that occurred there. It must be said as well that President Zuma has no authority on any tenders anywhere in the departments or any sphere of government. In their haste to vilify the person of Zuma, some cannot even wait for the Public Protector and other respected institutions created by our constitution to investigate and make public their findings regarding the Nkandla allegations.
The African National Congress respects the right of all citizens to make constructive criticisms with the intention to build and strengthen our young democracy. The vision for a united, democratic, prosperous, non-racial and non-sexist national democratic society is one that South Africans, regardless of their political persuasion, should share. In the building of a country at peace with itself and united in diversity we cannot fail. It is however improper that in the quest to build this common nationhood, others abuse our democracy and the rights to freedom on expression codified in our constitution. Elsewhere in the world, it is a criminal offence to insult a sitting Head of State and South Africans must, together, forge a common understanding on how we halt this impunity and abuse of democratic priviledge.
The membership of the ANC is well aware that others who have traversed this route of insulting the leadership of the ANC have expelled themselves from this glorious organisation. History has ample examples of these characters.

The Supreme Court Monday directed the Sindh chief secretary and advocate general to submit comprehensive reply by January 22 pertaining to the implementation of its orders issued for maintaining law and order in Karachi.
Sindh DIG Crime Bashir Memon has been relived from his services by the Sindh government and his services have been rendered at the disposal of the federal government after his statement against his superiors in the court.
During hearing of suo moto case regarding Karachi law and orderand a petition of Senator Haji Adeel vs Raja Muhammad Abbas and others,Chief Justice Iftikhar Muhammad Chaudhry observed that apex court’s orders in the Karachi law and order case were not implemented despite lapse of a year.
Justice Sheikh Azamat Saeed observed that all the orders of the court must be complied with letter and spirit. Sindh Advocate General Fateh Malik, Chief Secretary Raja Muhammad Abbas and Additional Chief Secretary Waseem Ahmed and IGP Fayyaz Leghari were also present during the hearing.
The bench warned that contempt of court proceeding would be initiated against the authorities concerned, if they fail to provide the details of the measures taken to implement the court orders.
Syed Mehmood Naqvi, a resident of Karachi, who also filed a civil miscellaneous application told the court that Wasim Beater was a constable, who was promoted to the rank of inspector, with the blessing of IG Fayyaz Laghair and Additional Chief Secretary Wasim Ahmed and was considered an ‘adopted son’ of both officers.
“Every policeman in the city is being transferred and posted on his recommendation. He runs ‘gambling den’ and smuggles Iranian petrol and diesel. He provides millions of rupees to senior officers,” Naqvi alleged.
The IGP, the chief secretary and additional chief secretary expressed ignorance on the issuebut DIG Crime Bashir Memon and HyderabadDIG Sanaullah Abbasiadmitted that Wasim Beater was a junior police officer who ‘runsa gambling den’ in Karachi andhad great influence in the police department.
DIG Abbasi said: “I know this criminal. He runs a gambling den in Karachi and I had taken action against him when I was SSP Saddar. “Action should be taken against this criminal who is a very powerful man.
DIG Crime Bashir Memon said: “I got energy from the Anita Turab case and should tell the truth in presence of my seniors that Wasim Beater is present among the rank of Karachi police. I also confirm that he is a very influential person”.
Expressing displeasure over the disclosure, the Chief Justice said: “Why you concealing real situation from the court and misleading it. We appreciate the courage of the officials who spoke truth in presence of their seniors. This revelation suggests why Karachi law and order situation is not improving and the court orders were not implemented.
The chief justice asked the advocate general that did he take any step to depoliticise the police in light of court’s judgment.“Did you ever write us after the judgment to abolish the militant wings in the political parties.”
Naqvi also informed the court that Rizwan Soomro and Riaz Soomro, brothers of Sindh Law Minister Ayaz Soomro,were given out of turn promotions as DSP and SP.
The chief justice asked the officials if they were able to curtail extortionists. The additional chief secretary told the court that extortion had reduced to 10 percent.
Justice Azmat Saeed said: “We don’t think that it has been reduced, but it might be possible that people have given up bringing them in the knowledge of police due to disappointment. Pakistan is our country and Karachi is its economic hub. Please save it.”
Naqvi went on to add that Awais Tappi was involved in illegal maters in the Revenue Department and he was involved in posting of a DSP in Darkhsahn police station in the case of Shahzeb.
The court also directed to provide security to Naqvi and adjourned the hearing until January 22.
